Is this a LL?

I got a letter on yellow paper, claimed to be from the FDA. An order of mine got stuck in another state and I thought it was just lost until I got this letter.

I didn't really understand it, it just said they won't release the item? And "this does not preclude further action."

Is this one of those LLs I hear so much about?

Sort of, but not the most common ones, those come from customs and border protection, w/ a page from the FDA usually attached.

Thanks. Is this something I need to worry about then, or can I just ignore it?
