2 Packages stuck in customs due to "Import documents are missing". Any advice?

I have 2 shipments stuck in customs. I think its likely due to VAT tax reasons and them wanting a receipt, since anything over a certain amount imported needs to be taxed. Anyone have any tips or any way to fake a receipt? Thanks in advance! Also know if they open the whole package or just the exterior packinging? 

 
I am no help on this other than to say based on the new stop act maybe the carrier did not provide the required documentation ( which of course has to come from the sender first). It’s all jacked now.

The database has been restored from a backup from early August. Members that registered after August 2, can register again.
