Bitcoin Question (Potentially Idiotic....apologies in advane)

Went to purchase BC to become a sponsor and while choosing who to purchase from, I see a column that says "To Pay On The Dollar", with values ranging from $.07 to $.82

My question: Does that essentially represent a % of what I'll be receiving or is it what I'm paying on every dollar of my transaction?

Worded more simply:  Let's assume "To Pay $.75 on the dollar", and I purchase $10.  Does that mean my purchase will be worth $7.50, or does that mean that the $10 will end up costing me $17.50.  Obviously a huge difference so I need to make sure I know what I'm doing.

Again, sorry if this is a super basic question but I'm 100% new to this and don't want to screw up and cost myself money by choosing the wrong vendor.

 
Just remember, bitcoin is volatile, you could purchase 10 USD worth, tomorrow it's worth 15, later it's down to 9. Buy a little more than you need at the current rate, and use it straight away, it's value really does move minute to minute. Have a look at a bitcoin price graph, Web search. All I can say is j wish I had kept my full bitcoin when it was worth 400 USD!!!! 😄

Ok-I believe I figured out how to make a donation and after about an hour on Coinbase I believe it's complete. It's kind of frustrating though because I was trying to donate $20 but due some "processing fee" ,courtesy of CB, I was like $1.50 short of the $20.00 I had purchased to donate. Oh Well, I'll just donate more next time.
