How to Mix U-48800

I was wondering what this substance is soluble in? And how to Mix.  I've heard of nasal spray with just distilled water that seems to me like it wouldn't totally dissolve with just distilled water but I could be wrong?

I know it's 7.5x morphine, what if you cut it with 7.5g cut with 1g u4? What was your source?
