Paying insurance now 'stuck in customs'

I orders some from a site in us to ship to Canada upon reaching border was asked for insurance deposit from shipping compant

pkg hadn't moved since paying but apparently seized by customs and asking for a medical prescription to release

am i being messed with

Yes, I think you are being scammed, Sorry. I do hope I’m wrong but usually something that goes like that is a scam.
