What Is Red Notification In Shoutbox Mean?

I keep seeing these red notifications in shoutbox assuming a reply or mention.

Why are they red and so prominent and as a newb can't view them? /default_blink.png  /default_wacko.png

Thanx. I've been wondering about this for years (even though I've only been a member here for a few months).

But no seriously, I was wondering what the red numbers were.

 
I'm curious if the Shoutbox has a greater function other than social?
