International Vs Domestic Seizures

So I’ve read a lot of people say they would rather order international because unless you order A LOT, they just sent a LL.  And domestic is riskier because I guess they could persue more legal action. (All stuff I have read on forums so I’m not 100% on that accuracy because, well it’s the internet lol)

So what happens if an international package makes it out of customs but for some reason gets flagged along the way as suspicious? Is it considered a domestic package at that point? Does the carrier send it back to customs because it’s not their jurisdiction? 

I’ve been wondering this for a while 

 
I have ZERO professional experience with the post office, so this is just my life-experience-opinion, but I'd think an international package can never change its status from being an international package. Kind of like if you take a flight it's either domestic or international, and that can't really change ever. Maybe I'm wrong though.
