Magazine needs to be signed for

I have been getting mags from a Serbi@n email source. But few have been receiving LLs including me. And now I have a pink slip for pick up USPS sent "restricted" 1k page mags -2 still out there

Its usually delivered to my box but I had this one delivered to home address so I have never known if the mags have been signed for 

Anyone in US that has used source know if its sent needing signature?

Please update as to what happenes. They do not need signed for in my experience.

Yes for whatever reason I have had some require and some not. It could be the way it was sent. Of course I do not ask much. I just p/u. So far ok but recently I am in the boat with many others without a paddle.
