Shipping INTO the EU

My personal estimates for the % of shipments getting 'stuck' entering Europe:

From the USA: 10? 

From 'Wild' Asia: 25%

And which EU-country is the least risky to enter: 1. Poland 2. France 3.Netherlands 4 Germany?

Forget Portugal. They open 75% of all incoming.

According to a Chinese vendor, customs in Poland are difficult to bypass.

In my experience, mail between China and many European countries works well. Judging from my track & trace reports, especially mail being sent from Hongkong seems to be cleared in Hongkong or Singapore and European customs would just perform random checks an not inspect every letter. I sometimes receive mail from the US and Canada and never experienced any issues, nothing was opened so far.

I assume that customs' behavior strongly depends on trading treaties some countries have signed with each other. Unfortunately, I know no one who works for a mail service and could explain this to me.
